U.S. House to Vote Wednesday on the Unborn Child Pain Awareness Act -- Please Immediately Call Your U.S. Representative!

The U.S. House of Representatives will vote on the Unborn Child Pain Awareness Act (H.R. 6099) on the morning of Wednesday, December 6. Please immediately call and ask your U.S. representative to support this urgently-needed bill. Women considering abortion should have the right to know that that abortion, especially a late abortion, may cause great pain to the unborn child.

BACKGROUND
  • The bill, sponsored by Rep. Chris Smith (R-NJ), will be considered under a fast-track procedure ("suspension of the rules"), under which no amendments will be considered, and a two-thirds vote is required for passage.
  • In a press release issued December 1, Senator Sam Brownback (R-KS) said, "I encourage my colleagues in the House of Representatives to pass the Unborn Child Pain Awareness Act next week and if they do, I intend to seek unanimous consent that the Senate take up and pass this critical piece of legislation."
  • This bill will save lives by requiring abortionists to tell women the truth about the pain unborn children feel during abortion. This bill would require every abortionist to provide, whenever a woman seeks an abortion past 20 weeks after fertilization, information about the capacity of her unborn child to experience pain during the abortion.  After that, the woman would either request or refuse (by signing a form) the administration of pain-reducing drugs directly to the unborn child.  The woman's decision regarding such drugs is entirely voluntary.  The bill would apply to all abortions past 20 weeks, regardless of the method used.
  • The Unborn Child Pain Awareness Act also contains a number of proposed congressional findings regarding the scientific evidence that unborn children would experience great pain during abortions by 20 weeks. The findings cite a number of existing federal laws that seek to diminish the suffering of animals, such as restrictions on how livestock are slaughtered and restrictions on the use of animals in medical research.
  • In a Zogby poll conducted in April 2004, the public supported "laws requiring that women who are 20 weeks or more along in their pregnancy be given information about fetal pain before having an abortion" by a 77-16 percent margin.

Election Results -- Despite National News, Results in Texas Strong for Pro-Life Candidates

We have all heard a lot of bad news in the national media about the recent elections. Republicans have lost control of both houses of Congress -- the U.S. House and the U.S. Senate. That is very bad news for pro-life bills. The party that controls Congress controls all of the committees. That means the leadership the Democratic Party, which is largely committed to a solidly pro-abortion agenda, can bury pro-life bills. Even more important, pro-life President Bush' next nominee for the U.S. Supreme Court will have to be passed out of the Senate Judiciary Committee. That just became more difficult.

 

There is good news here in Texas. Pro-life Governor Rick Perry won handily, beating four other candidates. Perry is pro-life on abortion and stem cell research (he supports funding for adult stem cell research and opposes funding for embryonic stem cell research). So decisive was his win that the media hardly considered the victory a significant story. But Perry's win was no accident, and it was not easy. The pro-life vote, generated with the help of Texas Alliance for Life, gave Perry a strong margin of victory.  

 

Also, it is noteworthy that other pro-life statewide candidates won as well -- including Lt. Gov. David Dewhurst, Attorney General Greg Abbott, Todd Staples for Agriculture Commissioner, Land Commissioner Jerry Patterson, Railroad Commissioner Elizabeth Ames Jones, and others. Judicial conservatives were elected to the Texas Supreme Court and the Texas Court of Criminal Appeals. Republicans retained control of the Texas House, and pro-life Speaker Tom Craddick will likely be re-elected for another term.

 

These wins show that candidates who supports the pro-life positions on abortion and stem cell research can strongly win.
U.S. Supreme Court Update
The Supreme Court is considering the constitutionality of the federal ban on partial-birth abortions, which was signed into law in 2003 by President Bush and challenged by abortion providers including the nation's largest, Planned Parenthood. The Court heard oral arguments on Wednesday, November 8, on two similar cases, Gonzales v. Carhart and Gonzales v. Planned Parenthood. A decision could be issued as early as January 2007 but before the end of June 2007.
